A: Primer
I am not familiar with Behr paints, as we only usually use and will only warranty Sherwin Williams. I would always apply a coat of primer over bare substrates followed up with two top coats, as that is whats usually recomended and that is usually the only way any product will be warranted. Primer is primer and paint is paint, primer has a speciffic job, to promote better adhearance of your top coat, to promote uniform color of your top coat, and to block out any stains from bleeding through your top coat, creating a base coat for your top coat, there are some products on the market that say that they are self primining, I have talked to some of the service representatives about some of these products and they even say that in certain situations you should still apply a quality primer first. They only time that i would not prime is if the substrate has already been painted and has no bare spots, no repairs, no peeling paint, and no stains.
